Foreign citizens and persons with non-citizenship status can enter the Russian Federation and depart from the Russian Federation holding a Russian visa on valid identification documents that are recognized in the Russian Federation unless other procedure is stipulated by the International Agreements of the Russian Federation.

To obtain a visa the following documents should be submitted to the Consular Section:

 1.  a valid passport or a substitution document.
 2.  a completed visa application form.
 3.  one passport size colour or black and white photo without head-dress and sun glasses.
 4.  an invitation letter to enter Russia or (depending on the purpose of visit) a standard tourist confirmation,
a verbal note from the MOFAT (Embassy or a Consulate of a third country) that present grounds for     considering the visa issuance.

The passport must be valid not less than one month after the date of your departure from Russia.

A visa application form should be filled in legible letters or printed and signed personally by the applicant. All the answers should be full and correct.

The persons applying for a visa to visit the foreign Embassies and Consulates officially registered in Russia and the representative offices of the international organizations should ask the counterparts in Russia to apply to the Consular Department of the Ministry of Foreign Affairs of the Russian Federation or to the regional representative office of the MFA.

The Government of the Russian Federation has issued decree (N° 773 of 02.10.2009) on participation of Russia in APEC Business Travel Card (ABTC) Scheme under certain conditions, which can be regarded as «transitional membership». Under the decree, which comes into force since April 12, 2010, the ABTC holders will enjoy special fast-track entry and exit lanes at international airports and seaports. Although the ABTC cardholder is still to apply for entry visa, unless otherwise exempt under international agreements of the Russian Federation, our Embassy will process such visa applications in a priority mode, including same day visa processing.

Any ABTC cardholder applying a visa should have an invitation from some organization in Russia, completed application form, one photo and passport.

Please notice that on arrival to Russia the ABTC cardholder should show his passport with visa and the card to pass through the lanes "For APEC Business Travel Card holders" or "For ABTC holders", which can be the same as "For Diplomatic passport holders".
