to the Parliaments and Peoples of the World

The ruling regime of
Georgia, with an active support from the outside, unleashed the armed
aggression of unprecedented cruelty and brutality against people of South
Ossetia. As a result of this act of genocide thousands peaceful civilians,
including children, women and elderly people, perished and are still
perishing. The obvious full-scale humanitarian disaster takes place
accompanied by mass violation of human rights and liberties. Barbarously
destroyed cities and villages and tens of thousands of refugees provide
conclusive evidence for it. Peaceful Russian citizens constitute the majority
of numerous victims. A grave war crime has been committed - the Russian
peacemakers have been shot. The norms of international
law, including the Charter of the United Nations and the Universal
Declaration of Human Rights, international treaties and agreements have been
violated by Georgian authorities in the most flagrant manner. The fact of committing this
act of aggression on the day of opening of XXIX Olympic Games is indicative
of especially deep cynicism of the Georgia’s leadership. The Russian Federation takes
legitimate measures of peace enforcement in order to force the Georgian side
to sign agreements providing for renouncement of the use of military force
when settling the conflict as well as measures of rendering humanitarian help
to those who suffered from the aggression. It is obvious, that the
gravest crime against humanity has been committed requiring the impartial
assessment by the world community and unconditional punishment of those
guilty of this crime. The Chamber Council of the
Council of Federation of the Federal Assembly of the Russian Federation calls
parliaments and peoples of the world: to condemn the act of
aggression committed by Georgia against South Ossetia and the genocide of
peaceful population of South Ossetia; to demand from official
Tbilisi to immediately cease violence, to withdraw the armed forces
from the zone of conflict and to sign the agreement on non-use of force or
threat by force; to stop to provide political
and information support to Georgian authorities when they are carrying on
aggression they unleashed against South Ossetia; to support the idea of
establishing the international tribunal in order to investigate Georgian
aggression against South Ossetia; to undertake coordinated
actions involving international organizations aimed at localization of
consequences of humanitarian disaster in South Ossetia and to
